Malang City is the second largest city in East Java which has a high congestion rate. In 2018 alone, the city of Malang beat Surabaya in terms of traffic jams. Therefore, the author took one of the three-arm signal intersections which is quite popular in Malang City, namely the three-arm intersection of Soekarno Hatta Road, MT. Haryono Road, and Mayjend Panjaitan Road to examine whether the intersection is able to handle the volume of traffic during peak hours in particular.
In order to obtain primary data, the researchers conducted a field survey for 6 days at (07.00-11.00, 12.00-14.00, 14.00-17.00) WIB and carried out calculation analysis with the HCM guide book adopted by the 1997 Indonesian Road Capacity Manual (MKJI).
In his own analysis, the intersection of the three arms of Jalan Soekarno Hatta, Jalan MT. Haryono, and Jalan Mayjend Panjaitan Malang City are in moderate condition according to the LOS MKJI 1997 table by having Level of Service C with an average delay of 15.81 seconds / smp.
