Resistensi Masyarakat terhadap Komunikasi Publik Pemerintah dalam Konflik Pembebasan Tanah (CD + Cetak)
In Indonesia, every development is very fast and tactical, therefore there are a
lot of development innovations that involve a fast and dynamic system. Apart from that,
the changing times have made every mobilization demand fast and practical
performance in all matters, so that all elements of society from the top to the bottom, of
course, have several development plans that support change and rapid mobilization. So,
one of the forms of development referred to in this thesis research is toll road
construction. In this research, the focus is on the construction of toll roads in the
Madyopuro area. The toll road has a length of about 30-40 km, connecting the Malang
area with the Pandaan area.
In every development, especially in the construction of this toll road, several
technical and non-technical obstacles cannot be separated. According to the research
obtained, it is stated that in the implementation of this toll road development, there are
several obstacles, one of which is the resistance of the residents which is a
communication distortion that greatly disrupts the procession and concession of land
acquisition. When viewed on the other hand, the role of the media as disseminators of
development messages has a very big role in this development process. And through
the mass media as well, the government strives to convey the message of development
that is evenly distributed and distributed directly, so that the wider audience will also
know the development of toll road development information.
This study seeks to explain how the form of communication and approach taken
by the city government and the ranks of land acquisition to the people who are affected
by the development process initiated by the government. Starting from a personal
approach, creating a public forum, to the form of crisis management carried out by the
government against any resistance made by the community. Resistance here is defined
as a form of communication and a plan to demand justice in which in the process,
decisions and follow-up development requires a consensus from all parties. From the
results of this study, the researcher tries to explain what the government is doing
regarding the approach and communication process that the government is promoting
to win the hearts of the public regarding the construction of toll roads in the Madyopuro
area.
From each data collection procession, there is some evidence of interviews
conducted by researchers, so that it can be clarified that there is no duplication made in
the preparation of the results of this thesis, as well as in the results of data analysis that
have been presented in this study, hopefully it can become a reference material for
further researchers. so that in every data sampling technique performs several
important steps, such as data reduction, data collection, and testing its credibility. So
that the research results obtained can be clearly exposed and help draw conclusions easily. Extension of observations made by researchers here, aims to obtain maximum
data, and as a form of follow-up to the approach taken with informants. So that in
conducting this research, it can be concluded that the pattern of public communication
carried out by the government has not been running optimally, and it can be stated that
the approach taken by policy makers is very meaningful for every affected citizen. All of
these are very much taken into account as follow-up actions and personal approaches to
reduce the intensity of the conflict of interest that occurs among the affected
communities and the policy makers.
