In this study, the authors have the objective, namely, to analyze and describe how the implementation of housing development policies for low-income communities in Malang City and then to analyze and describe the supporting and inhibiting factors of implementing the Housing Development policy for Low-income Communities in Malang City.

The purpose of this research is to be able to develop any ideas so that these ideas are useful for oneself and the development of science in a university. Benefits for agencies or employees as input or contribution to the government.

Basically this research is a type of descriptive research that uses a qualitative approach. In obtaining this data the author uses several data collection techniques, namely, interviews, observation, and documentation to get answers to existing problems.

Based on the results of discussion by conducting interviews, field research and based on sufficient observation and documentation data, it gave positive results for the developer and the executing bank. But it still lacks in impact on target communities.
