Community participation in Development in Kelurahan Sukun, District of Breadfruit in the City of Malang.The purpose of the study to identify, analyze, and describe the community participation in development,as well as to identify the inhibiting factors in the development in Kelurahan Sukun, Kecamatan Sukun, Kota Malang.Types of research descriptive qualitative. The focus of research is the community participation in the construction, where the indicator consists of community participation in development planning, in the implementation of the construction, and in the utilization of development results, or the funding, as well as the factors inhibiting.

As for the technique of analysis of data,namely data analysis techniques interactive model of Miles, Huberman, and Saldaña.The results of the research show that the community in Kelurahan Sukun participate in the development of infrastructure by way of channeling their aspirations to the RT head or community leaders local,while in the implementation of the development, the public role is passive because of the use of the services of the contractor in development activities and reasons for visiting each other's society.

Then, in the utilization of development results, community participation is still low due to the results of the development are provided is not used as it should be, as well as not maintained and treated well. Barriers to community participation is the low level of public understanding will be the importance of their participation in the success of development and the lack of socialization by the municipality to the public related to information development
