Malang is one of city in East Java Province, and is one of the student city and also a city that has many tourist attractions. It is a pity that behind its beauty, the city of Malang is also one of the cities that is still a problem with trash. Malang city government recognizes the enforcement of sanctions on the issue of garbage is still weak, whereas Malang has had such a rule in REGULATION Number 10 Year 2010 about pengelolaan Sampah. This problem makes the researchers interested to examine How the Implementation of Malang city government REGULATION number 10 year 2010 about waste management? and What are the factors supporting and inhibiting in the implementation of waste management in the city of Malang?

The purpose of this study is To determine and analyze the implementation of Malang city government REGULATION number 10 year 2010 on the management of waste and To identify and analyze the factors supporting and inhibiting in the implementation of waste management in the city of Malang. The usefulness of this research is to add knowledge and insight about the problem of waste and its management, As the information, reference, and literature review, and provide an overview to the reader regarding the implementation of Malang city government REGULATION number 10 year 2010.

The type of research conducted by the researcher is qualitative descriptive, with the focus of his research is the implementation of, the factor, factors retarding, and benefits. Informants of this research is Officer of the TPA Supit Urang and officers of the POLLING stations in Malang city, as well as the Officers of the Department of the Environment of Malang city. The technique of collecting data based on observation, interview and documentation. Research conducted in February - March 2020, which is located in the Department of the Environment of Malang City and the TPA Supit Urang.

In the Implementation of the regional REGULATION of Malang City No. 10 Year 2010 On the Management of Waste in practice there are several factors supporting and inhibiting in the implementation of the REGULATIONS of the Management of this Waste. Can be aware that one of the factors supporting dala waste management, namely the presence of the scavengers that help sort out the trash that is dumped in the LANDFILL. In addition to the waste collectors also assisted by the community of the school and citizens who help sort out the waste in social activities.In addition to the supporting factors are also inhibiting factors. Be aware that there are still many residents of Malang city who just throw away the garbage is not in place so as to make the work of the officers so increased because they have to collect more garbage on the streets or also in the disposal of the wild. Based on the research that has been done then the researcher can conclude that the implementation of Malang city government REGULATION number 10 year 2010 on the management of waste already run well although not as much as possible, it is dimungkinkan because it is still weak penegaright the sanctions for violators of the littering, lack of the amount of vehicles and field personnel, as well as the lack of socialization to the community about the benefits and importance of waste management. Supporting factors in the management of waste, among others, the participation of waste collectors, waste bank the community (BSM) and home composting and integrated waste management (TPSP) in helping the process of waste management and the reduction of the amount of waste disposed in the LANDFILL. Limiting factors in waste management, among others, still lack the number of vehicles transporting trash, the number of field personnel, participation and public awareness related to waste management, it is clearly seen from how the behavior of many people who just throw garbage at the POLLING stations in tampa to do the sorting first.
