In the current era of regional autonomy, opening up opportunities for local governments to solve problems in the regions by making innovations, the government's obligation to innovate policies has been put forward by various groups ranging from academics, practitioners and even the community itself. The Government of Banyuwangi Regency is one of the governments that can be said to be quite responsive and the most innovative in realizing good governance, this is evidenced by the existence of various innovative products that have received various recognition and awards both nationally and internationally. One of the innovations that has received many awards in the health sector is the Laskar Sakina (Stop Maternal and Child Mortality Rate) program. This sakina program was awarded in the Open Government Partnership (OGP) Asia - Pacific Regional Meeting which was held in Seoul, South Korea, November 5 - 6 2018.
The purpose of this study is to describe the health policy innovation of the Banyuwangi Regency Government. Describe the inhibiting and supporting factors of the health policy innovation of the Banyuwangi Regency Government. The usefulness of this research is theoretically, the results of this study are expected to contribute conceptual thinking about public policy innovation. The results of this study are expected to add references or reference on policy innovation for the development of policy innovations in other areas. Practically, this research is used as evaluation material for the government, to make policy innovation successful so that it is well implemented in society. This research becomes a reference material for further research on government policy innovations.
This type of research is qualitative, with a research focus describing innovation in health policy in Banyuwangi Regency in terms of innovation goals, forms of innovation, and characteristics of innovation, as well as what are the factors inhibiting innovation and supporting factors for such innovation. The location of this research is in the Health Office of Banyuwangi Regency, Puskesmas Sempu, Puskesmas Singotrunan and Puskesmas Kertosari. Research time 26 February - 26 March 2020.
Based on the research results, the health policy innovation in Banyuwangi Regency is in the form of exclusive assistance to the community and uses the ball pick-up method, so that people who are the target of the innovation program are easier to carry out health checks because health workers come directly to the patient's house. Health Policy Innovation in Banyuwangi Regency has its own characteristics, namely that each innovation has a motivational cadre, these motivational cadres are people who are given special training to later become motivators in the community where they live. In addition, the characteristics of the Banyuwnagi district health policy innovation are collaborative, where each puskesmas collaborates and collaborates with government agencies and the private sector in conducting socialization.
From the results of existing research and according to the field conditions that the author knows about health policy innovations in Banyuwangi district, the researchers hereby suggest some suggestions as follows 1) Increase public awareness by conducting regular and gradual education and raising awareness so that the public is willing to come to the Puskesmas to carry out routine health checks. 2) Increasing program socialization through mini-workshops, both cross-program and cross-sector. 3) Holding outreach and meetings involving mothers such as PKK meetings, cross-program cadre meetings etc. on a regular basis, to build better communication and coordination. 4) Increase the role of cadres in inviting people to care more about food intake with adequate nutrition and a good healthy lifestyle. 5) Improve the quality and capacity of regional midwives by actively conducting mini-workshops, both cross-program and cross-sector, on the handling of pregnant women so that regional midwives are more competent in their cultivation in handling pregnant women. For readers, the results of this study are expected to add insight into knowledge related to Banyuwangi District Health Policy Innovations. Especially for those who are interested in knowing more about the Banyuwangi District Health Policy Innovation. So it is necessary to add variables, focus or time series data. So that it will be more objective and varied in conducting research.
