Through autonomy each region has the authority to run their respective governments. Regional autonomy is the right, authority and obligation of autonomous regions to regulate and manage their own government affairs and the interests of local communities in the Republic of Indonesia. Then each region is given the opportunity to explore the potential of each region from various sectors. One of the sources of local revenue is through parking fees that fall into the category of regional fees. This study aims to explain the management of parking fees that are carried out by the Malang City Transportation Department on Jalan Kawi, Klojen District. This research focuses on two things namely management aspects and constraints in managing parking fees on Jalan Kawi. The management aspects refer to concepts in the POSDCORB management principles which include planning; organizing; staffing; briefing; coordination; reporting; and budgeting.
This research uses descriptive qualitative research methods. The data source used is the result of an interview with the informant which includes 3 employees of the Department of Parking Management, Department of Transportation; 3 parking attendants at Jalan Kawi; and 2 people who use parking services. Data collection techniques using data reduction, data presentation, and drawing conclusions.
The results of this study indicate that overall the Department of Transportation has implemented POSDCORB in the management of parking fees. Planning from top down agencies is through the Strategic Plan and Transportation Department Work Plan. The organizing was carried out based on Malang Mayor Regulation No. 34 of 2016 concerning Position, Organizational Structure, Duties and Functions and Work Procedures of the Transportation Department. Staffing is carried out by the office by empowering 34 employees both civil servants and non-civil servants and supported by 6 jukir Jalan kawi. Direction and Coordination is carried out at the beginning of each month. Reporting shows that the manager of Kawi Road Parmir provides a deposit of Rp. 115,000 per day to the Department of Transportation. Budgeting aspect, the agency allocated Rp 150,000,000 for parking, supervision and parking control activities. While the constraints are checking the location of parking points that are less routine; the number of withdrawals resulting from sub-optimal parking fees; and the minimal commitment of the Department of Transportation.
